Downtown Complete Streets Project Advisory Committee
Upon acceptance of the TIGER grant, the Mayor and Council appointed an ad-hoc Project Advisory Committee (PAC) to review the previous planning studies and establish goals for the project. The committee’s work had the following objectives while considering the limitations of the project budget and schedule:
- Evaluate and upgrade underground and above ground infrastructure such as trees, street furniture, and lighting.
- Ensure vehicular, bicyclist and pedestrian safety concerns are addressed.
- Ensure Main Street’s livability and economic development potential is enhanced as measured by indices such as property values, improved commercial/office tenancy, additional market rate housing, and increased retail/restaurant customers.
- Ensure Main Street is able to consistently thrive over time and meet the environmental, social, and economic challenges and opportunities the future will present.
Each of the 17 individuals has a major interest in the downtown through their roles as Concord residents, property owners, tenants, merchants, workers, and/or City Councilors.

Below is the PAC’s final report.
The committee has worked tirelessly and has accomplished much in a short time period. The City of Concord is grateful for all the time and work these volunteers have contributed for the benefit of the project. Thank you!
